Changes are coming to Ontario’s auto insurance product in July 2026. Brokers will play a key role helping consumers navigate new options and the added complexities they bring.
What’s Changing
Optional SABS
Most Statutory Accident Benefits (SABS) that are currently mandatory will become optional, requiring brokers to clearly explain what's included in a standard policy and what’s not.
Mandatory SABS
Next July, only medical, rehabilitation and attendant care benefits will be standard in auto policies.
Updated Eligibility Rules
Optional SABS will only apply to the named insured, their spouse and dependants, and individuals specified in the policy as drivers.
First Payer Insurers
Auto insurers will become the first payer when a car accident happens. Claimants won't be required to exhaust collateral benefits first.
Renewals
Policy renewals will default to the coverage limits in place before July 2026. If consumers opt to remove optional benefits, brokers will be key in guiding those decisions with clarity and care.
Flexible Coverage Models
Insurers will no longer be tied to standardized, legislated coverage templates. As FSRA approves new coverage categories, limits and bundles, brokers will play a critical role helping Ontarians navigate their options, understand differences and make informed choices.

Insurance Industry Collaborates on Standardized Auto Reform Training
In preparation for auto insurance reforms taking effect July 2026, the Insurance Brokers Association of Ontario, the Insurance Institute of Canada and the Ontario Mutual Insurance Association have partnered to develop a free, on-demand training program to support Ontario’s P&C insurance industry.
